[BIOSAL] Build and Test Automation is now done entirely with Jenkins

I disabled the crontab. From now on, only Jenkins triggers builds (with commits, timers, or manual builds).

Also, the biosal build system now generates test results in JUnit XML format and Jenkins is picking these
up.
